About the Commission
The City Planning Commission (CPC) is a seven-member body, appointed by the City Council, responsible for the review of land use and zoning matters for the City of Norfolk. The commission makes recommendations on various matters to City Council who are responsible for making a final determination.
The City Planning Commission is also responsible for the development of the city's General Plan or the plan for land use and development in Norfolk.
The Planning Department consists of City Planning, Permits & Inspections and Flooding & Environmental. Please see the City’s website for more information.
Architectural Review Board
Historic District Guidelines, begin on page 29
For projects in the Historic District of Ghent, the Architectural Review Board(ARB) reviews all exterior alterations, new construction, some landscaping and some demolition in the city's local historic districts for issuance of Certificates of Appropriateness (COA's). For all other design applications, the ARB recommends to the Planning Commission.
The decisions that take place within locally designated historic districts are based generally on the Secretary of the Interior's Standards for Rehabilitation and New Construction; and specifically on the Local Design Guidelines. In addition, the ARB reviews public projects and private projects that are on land purchased form the city or encroaching onto city property.
For applications within the locally designated historic districts, you will now see notices posted on properties that have pending applications. Sample Notice
