For projects in the Historic District of Ghent, the ARB reviews all exterior alterations, new construction, some landscaping and some demolition in the city’s local historic districts for issuance of Certificates of Appropriateness (COA’s). For all other design applications, the ARB recommends to the Planning Commission.
All streetlight outages and repair requests should be sent directly to Dominion Power, who is responsible for the repair. This link will direct you to comprehensive instructions.

The CPC is a seven-member body, appointed by City Council, and responsible for the development of the city’s General Plan and the review of land use and zoning matters for the City of Norfolk. The commission makes recommendations on various matters to City Council which is responsible for making a final determination.

The Van Wyck Branch of Norfolk Public Library opened on May 15, 1916 in a handsome brick building on 15th Street (now Shirley Avenue), across the street from Maury High School. It is Norfolk’s first library branch, built to serve the Ghent neighborhood and designed by the local architectural firm Ferguson, Calrow and Wrenn,
Yard waste is collected on the same day as regular trash collection.
Yard waste must be in clear plastic bags or properly cut, tied, and bundled (four (4) feet in length).
